The Parks and Recreation Department consists of three divisions:

The Parks Division:
- Maintains over 680 acres of parks and facilities
- Operates the Lincoln Park Zoo
- Serves as Manitowoc's Forestry Division
The Recreation Division:
- Diversified programs of recreational activities for all ages
- Operates Manitowoc Family Aquatic Center
The Senior Center Division:
- Plans, organizes, and supervises all activities for the Senior Center
