For emergencies involving trees or limbs down and blocking streets or sidewalks during the hours of 7:30 AM to 5:00 PM Monday through Thursday or 7:30 AM to 11:30 AM Friday, contact the Forestry Office at (920) 686-3580.  Outside of those hours, contact the Joint Dispatch Center (for the Police Department, Sheriff's Department, etc.) at (920) 683-4470.
