The City of Manitowoc has contracted with Accurate Appraisal to provide municipal property tax assessment services for our community. You may see their vehicles and staff in various locations around the community as they conduct inspection work in the coming weeks. At this time, staff are visiting properties to collect information on subdivisions, property improvements, and property sales that took place in 2016. Employees of Accurate Appraisal authorized to work in the City have been issued City of Manitowoc employee identification badges and will be wearing them when working. Accurate Appraisal’s key staff members serving the City of Manitowoc include Ryan Wilson and Gary Doering.
Staff from Accurate Appraisal will visit properties in the City only when there is a potential reason to update the assessed value: when a property is subdivided (or the parcel boundaries adjusted), certain building permits are taken out, or a property is sold. If the Assessor needs to access the inside of a building, they will always contact the owner first to schedule a time for an inspection. The City appreciates your cooperation in making these appointments. At times, the Assessor may be able to verify property improvements from the outside, such as construction of a new deck. In these cases, the Assessor does not need to make an appointment. They can simply knock on the door and speak with anyone at the home. If no one is home, they have the authority to proceed to the new deck and complete their inspection.
The City Assessor’s office continues to be located on the first floor of City Hall. Accurate Appraisal staff will generally be available at City Hall on Tuesdays, Wednesdays, and Thursdays, and can be reached during other business hours by phone or email. For an in person meeting, it’s best to call ahead, as the staff frequently have appointments scheduled in and out of the building. The City Assessor for any Wisconsin community is responsible to establish uniform values on all taxable real and personal property. Their goal is to ensure that the property tax burden is distributed fairly among all property owners. Assessors prepare the annual property tax assessment roll and keep track of various property-related data. Assessors do not set tax rates or collect property taxes. Tax rates are set by the Common Council and tax payments are received by the City Treasury.
